Objective: To establishment the performance evaluation index system of health and family planning financial budget projects. Methods: To select indicators by delphi method and confirm the weights for each indicator with method of set-valued. Results: The performance evaluation index system of health and family planning financial budget projects was established by three-round of indicators selection, including 25 common indicators and 38 personality indicators and involving the basic construction, equipment purchase, construction of key disciplines and public health. Conclusion: The performance evaluation index system of health and family planning financial budget projects had a high scientificity, rationality, systematicness and operability, but it needed to be tested and improved by a wider range of empirical analysis in the future.
