Based on the analysis of Qingdao’s present situation and problems of health service system, combined with domestic and foreign relevant research and practice, the article discussed the redesigning of Qingdao health services system with emphasis on the function collaboration, and put forward different medical institutions under the system of its own function and collaborative relationships between each other . Meanwhile, the article put forward several supporting measures including sounding the community health service network, optimizing the hierarchical diagnosis model, raising the level of health informationization, developing social and shortage resources,etc.
