Method Through the literature research and Balanced scorecard design performance evaluation indicators library of The top three hospitals clinicians; Get two rounds of Delphi expert advice of 21 expects; Use The SPSS 22.0 statistical software and direct approach to analysis consultation questionnaire of the two rounds of Delphi expert advice to determine weights of the indicators; Screening the set of Performance Evaluation Index System of Heilongjiang Province Hospital clinicians related to the actual situation of the hospital. Results The effective recovery rate of two rounds of the questionnaire were 100%, and the Expert positive coefficient was 1; The Expert authority of the coefficient mean was 0.79, and the Expert coordination coefficient was significant difference and P<0.001; Eventually established the Performance Evaluation Index System of public hospital in four level indicators, 7 secondary indicators,28 a three- level indicators, and the weight of 4 level indicators were 0.343,0.188,0.224,0.245. Conclusion The Experts enthusiasm, Expert authority of this study is high, and the Expert coordination coefficient is better; The assessment indicators has a high reliability and feasibility, and the set of Performance Evaluation Index System is fit to top three hospitals clinicians performance appraisal and evaluation.
