Objectives:there is a increasing trend of health resources and patients accumulated in the cities in recent years in china, which can result in the increasing of health expenses. With the adventure of and ,the reasonable flows of patients are the key factors to influence health service system and the distribution of health resources.Methods: through the analysis of average hospitalization days,disease category and expert advice, we can make clear of which parts of patients in inpatient could be transferred to outpatient.through the randomization of case in different hospitals,the senior doctors selected need determine whether or not the case should be inpatients in their hospitals according to the diagnosis of case ,treatment and the capability of the lower level of hospitals. We can account the proportion of triage medical. On the basis of the ratio of triage of inpatients and outpatients,combining the average expenses of different level of hospitals,we could get the economic benefits of the reasonable flow of patients. Results: only considering the direct medical cost of inpatients of flow,the Liaoning province and the our country can save the proportion of 10.5% and 10.8% of all hospitalization expenses in 2013.according to part of outpatients to inpatients and the reasonable flow of inpatients ,the Liaoning province and the our country can save the proportion of 21.8% and 23.3% of all hospitalization expenses in 2013. Conclusions: the reasonable flow of patients could save enormous economic benefits. Therefore we proposed to increase the quality of medical care by cooperation of different agencies , decrease unfair competition by specialist features and shape the culture of medical treatment by patient health education
