Activity-based payment (ABP) is the international norm on health care payment system researches in recent years. However, it has never been studied in our country. This paper introduced the definition of activity-based payment, its implementation in the industrial countries and the empirical effects. Furthermore, we’d put forward the policy implications for the theoretical researches and policy making decisions of hospital payment reform in China.
