The aim of the general practitioner system isensure thatresidents access to basic medical and health services, improve the fairness and accessibility of basic health services.The optimization of government behavior is an important prerequisite and guarantee to improve the system. At present, the Chinese government has taken on all aspects of responsibility in the process of the implementation of the general practitioner system. Based on the main problems in the government’’s responsibility, this paper puts forward some strategic suggestions for the successful implementation of the general practitioner system.
