    摘要:

    医生是医改主力军,人事薪酬政策是调动医生积极性的关键因素。新医改以来,宏观人事薪酬政策经历软性政策要求、总体探索和重点突破、全面改革等三个阶段,呈现出从公益导向,平等为重,到平等向效率回拉,到侧重效率,突破难点的阶段特征。薪酬、职称评聘和编制等中观政策也分别演进,呈现出各自的特征。政策演变中展现出政策探索路径各异、亟待解决问题优先导向的演变机制。本文建议处理好好平等与效率的关系,科学运用政策试验推进政策制定,提高改革的全面统筹能力。

    Abstract:

    Doctors are the main force of medical reform, and personnel compensation policy is the key factor to mobilize the enthusiasm of doctors. Since the new health care reform, macro personnel salary policy has experienced three stages of soft policy requirements, overall development and key breakthrough, comprehensive reform, showing the public oriented, equal weight, equal to the efficiency of the pull back, to focus on efficiency, the breakthrough stage characteristics. Middle level policies such as salary, also evolve, showing their own characteristics. In the course of policy evolution, the evolution mechanism of policy exploration path is different, and the problem should be solved first. This paper suggests dealing with the relationship between good, equality and efficiency, scientifically applying policy experiments to promote policy making, and improving the overall planning ability of reform.
