Abstract:Doctors are the main force of medical reform, and personnel compensation policy is the key factor to mobilize the enthusiasm of doctors. Since the new health care reform, macro personnel salary policy has experienced three stages of soft policy requirements, overall development and key breakthrough, comprehensive reform, showing the public oriented, equal weight, equal to the efficiency of the pull back, to focus on efficiency, the breakthrough stage characteristics. Middle level policies such as salary, also evolve, showing their own characteristics. In the course of policy evolution, the evolution mechanism of policy exploration path is different, and the problem should be solved first. This paper suggests dealing with the relationship between good, equality and efficiency, scientifically applying policy experiments to promote policy making, and improving the overall planning ability of reform.
