Abstract:The reform of medical insurance payment methods based on Diagnosis Related Group(DRG) and Diagnosis-Intervention Packet(DIP) will promote the establishment of a value-based high-quality medical service system. Public hospitals need to establish a value-based performance distribution system accordingly to promote hospital development to meet the reform requirements. Through the integration of Resource-Based Relative Value Scale(RBRVS) and DRG management tools, from the perspectives of distribution concept, distribution method, implementation path and processing strategy, it builds a performance appraisal and distribution system based on relative value, with quality as the incentive orientation, cost as the constraint, medical effect as the assessment target. The corresponding distribution methods are designed for different personnel such as physicians, nurses, medical technicians, and pharmaceutical technicians. The characteristic technologies and quality goals are highlighted to promote high-quality development of public hospitals in the direction of value medical care and lean performance.
